The Los Angeles County Department of Beaches and Harbors (DBH) has identified Marina del Rey Public Parking Lot #8 (Parcel 147) as a location to meet the urgent need for affordable housing. As part of the Marina del Rey for All initiative, DBH selected Mercy Housing California (MHC) to develop this site through a competitive process. Mercy Housing is a nonprofit organization whose mission is to create stable, vibrant, and healthy communities for families, seniors, and people with special needs. Since 1993, MHC has developed 1,090 affordable homes across Los Angeles County, along with 942 homes in Ventura, Orange and San Diego Counties. Across the state of California, we have built over 12,000.

MHC will welcome two groups of residents to the approximately 120 units at Mercy MdR: A quarter will be reserved for persons with developmental disabilities. The remaining units will be for families with incomes as low as $24,528 and up to $160,000 per year, depending on household size. Households within this salary range might typically include the families of teachers, construction workers, health care staff, police officers and firemen, caregivers, and employees in the hospitality and service industries, among other occupations. Note: All applications and preferences will follow guidelines approved by DBH and other funding partners.

The Mercy MdR community will be located at 4206 Admiralty Way in Marina del Rey, on the north side of the marina. The site is currently an underutilized parking lot that has faced ongoing challenges with safety and encampments. To protect public access, the County will relocate all displaced parking spaces elsewhere in the marina, ensuring no overall loss of parking for visitors and businesses. Mercy Housing is currently in the initial phase of land use analysis to ensure the development aligns with zoning and coastal land use standards. We tentatively expect to share initial conceptual plans by December of 2025.

If entitlements and funding move forward as planned, the earliest date for construction to begin will be in 2027. As timelines become clearer, all neighbors and stakeholders on our mailing list will receive updates.

As part of the planning process, a full traffic and parking study will be conducted to assess potential impacts. Any required improvements or mitigations will be implemented to ensure that traffic flow in and around the marina remains functional and safe.

The site will include professional property management, on-site resident services, and security measures such as lighting and design features that promote safety. Mercy Housing has decades of experience operating safe, well-managed communities across Southern California.
